so women are empowered in california. i want to acknowledge that although our numbers are great here, two of our colleagues have gone onto the senate. senator-elect tammy baldwin. and senator-elect hirono. so that's pretty exciting. and unfortunately, we won't have kathy hoke will and betty sutton in the next congress, but the future is coming upon us and they will be making a great public contribution. so here we are. in the past week since the election, we are still finishing up our campaign. we are proud of the success, as i said yesterday and as you see here today. why is it important for us to make this statement of the strength of women in the congress of the united states? the house democratic women? because this is where the hopes and dreams of america's families are riding. they may not know that. they may not know one party from the next and the rest. but we know that without rosa delauro, we wouldn't vr lilly ledbetter and the pay fairness act. without gwen moore, we would not have the vial ns against women act

today in the news in california, northern california , there is on the headlines a series of storms coming into northern california, into my district, into where my home is, and the word is, get ready for serious flooding. i mean, this is very early in the season. although californians with any memory at all will know that there are a series of infamous christmas floods in northern california. now, this is really a thanksgiving flood potential. but nonetheless it's there. and i will tell you clearly that the sacramento region, which is the second most risky region in the nation for flooding, and flood damage, is right at the center of this storm. so that's the city of sacramento. perhaps 100,000 or more people in serious gemdy. should a levee break and those levees are not up to 200-year standards, should a levee break in that region, people would have less than 20 minutes to find high ground to get out. an impossible situation. so we need serious infrastructure impro. and that's sacramento. the rest of my new district goes further north into marysville and yuba city, along the sacramento

frankly in california of i.t. firms that are founded by immigrants from china and from india that were educated here in our institutions. and so the legislation also contains this family reunification provision which allows graduate spouses and children to live in the u.s. while waiting for their green card application to be processed. one of the things that seems pretty clear to me is because we roll over the green cards every year for the next four years to make sure they all are used that in point of fact we believe that more of them will be used than under the diversity lottery whether or not they're rolled over. so i think it's quite the opposite. i think we in fact focus here on exactly the top of skilled immigration that's most likely to create jobs here in the united states. so i would urge my colleagues to support this bill in order to help our economy grow, and i'll yield back the balance of my time. thank you. the speaker pro tempore: the gentleman yields back. the gentleman from michigan. mr. conyers:
